The Inspector found a 4.8 year housing land supply, and rejected allegations of coalescence and heritage harm. The Inspector also rejected the Council’s position that concerns about the sewerage network meant that permission should not be granted, applying NPPF para 188, which states that planning decisions should assume that the pollution control regimes will operate effectively.
Significant weight was given to the delivery of housing and affordable housing. The Inspector applied NPPF para 81 to give “significant weight” to the economic benefits, contrary to attempts to downplay them on the basis that construction-related economic benefits are temporary.
