Government announces Banner Review recommendations to be implemented

The government has announced reforms to expedite major infrastructure projects essential for growth and clean energy by limiting legal challenges. Implementing the recommendations of the independent Banner Review of Legal Challenges to Nationally Significant Infrastructure Projects, the new rules will reduce the number of judicial review attempts from three to one for cases deemed totally without merit, as well as introducing other procedural reforms aimed at significantly cutting delays and costs. This move is expected to lower long-term energy bills and improve transport efficiency, aligning with the government's Plan for Change to drive economic growth. 

Speaking alongside the Prime Minister in a press release issued by No 10 Downing Street today, Charles Banner KC, who led the independent review, supported the reforms, noting that "reducing the number of permission attempts to one for truly hopeless cases should weed out the worst offenders" and accelerate infrastructure delivery.
